Each year, Truman Heartland Community Foundation (THCF) helps students across Eastern Jackson County pursue higher education through scholarships. While many people are familiar with our direct scholarship programs, there is another important part of this work that often happens behind the scenes—our partnerships with local education foundations.
Through these collaborations, THCF provides administrative, financial, and operational support that allows education foundations to focus on what matters most: supporting students in their school districts.
A Collaborative Approach to Scholarships
At THCF, scholarships represent more than individual awards. They reflect a community-wide commitment to education. In addition to administering our own scholarship funds, our Scholarship Department works closely with education foundations to manage scholarship programs on their behalf.
These partnerships allow education foundations to operate professionally and efficiently without having to build extensive administrative infrastructure internally. In many cases, education foundations are led by a single staff member who relies on THCF’s services to support their work.
As Rachael Watkins, Scholarship Director at THCF, explains, this support represents a distinct and essential part of the Foundation’s scholarship work:

What Truman Heartland Provides
Through our partnerships with education foundations, THCF offers a full range of management services, including:
- Investment management, allowing scholarship funds to grow alongside the Foundation’s broader investment portfolio
- Fund accounting, tracking contributions, distributions, and earnings with professional oversight
- Gift receipting and tax documentation, ensuring donors receive proper acknowledgment in compliance with IRS requirements
- Scholarship award administration including student communication, enrollment verification, and award payment processing
Partners Across Eastern Jackson County
THCF currently partners with seven local education foundations, many of whom have worked with the Foundation for decades:
- Drexel School District Education Foundation (Partnered in 2005)
- Fort Osage Education Foundation (Partnered in 2000)
- Grain Valley School District Education Foundation (Partnered in 2009)
- Lafayette County C-1 Education Foundation (Partnered in 2018)
- Oak Grove School District Education Foundation (Partnered in 2016)
- Raytown Educational Foundation (Partnered in 2003)
Together, these education foundation partnerships account for more than half of THCF’s total scholarship funds, demonstrating the scale and importance of this collaborative work.
Measurable Impact in 2025
In 2025 alone, scholarships awarded through education foundation partnerships accounted for 22% of the total amount awarded by Truman Heartland Community Foundation. The impact included:
- $212,050 awarded
- 99 named scholarship funds
- 233 total awards
- 147 students supported
- 1,212 applications reviewed
- 250 volunteer reviewers involved
These awards are part of THCF’s broader scholarship impact, which in 2025 totaled $970,025 awarded through 516 scholarships to 392 students from 186 named scholarship funds.
By working together, education foundations and THCF are able to expand both the reach and effectiveness of scholarship opportunities for local students.
Highlight on Grain Valley Education Foundation: Why These Partnerships Matter
Education foundation partnerships allow THCF to multiply its impact—supporting students while strengthening the organizations dedicated to education in their communities.
One example of a partnership includes the Grain Valley Education Foundation, established in 2009. They grew from $30,000 in seed money to an endowment over $500k, and have made an impact of over $1 million in their local community.
